New details confirmed in GBI investigation into Bulloch County Public Works
BULLOCH COUNTY, Ga. (WTOC) - An investigation into Bulloch County’s Public Works department that began back in February has reached a turning point.
The Ogeechee Judicial Circuit District Attorney requested the Georgia Bureau of Investigation (GBI) to look into unusual bidding processes involving two companies: Sand Creek and Derriso Trucking.
Clay Conner of Sand Creek confirmed that his attorney received a letter from the Prosecuting Attorneys’ Council of Georgia regarding the case. The letter stated:
“Based on our findings and our analysis of the case, there is no readily provable criminal intent, and the case is declined.”

It remains unclear whether this decision will affect other parts of the ongoing investigation or if additional inquiries are still moving forward.
The county had contracted Sand Creek and Derriso Trucking during the last hurricane season to help clean up roads following severe storms. With the letter in hand, Bulloch County is now resuming work with Sand Creek.
At Tuesday’s commissioners meeting, officials approved three new rental agreements with Sand Creek.
These agreements cover items such as road materials and trucks. County leaders say the contracts are precautionary, ensuring resources are in place in case future storms cause extensive damage to local roads.
