Hampton County leaders, parents hear update on school district progress, challenges ahead

VARNVILLE, S.C. (WTOC) - County leaders, teachers, and parents gathered in Varnville to get a look at where the Hampton County School District stands as the school year nears its end — and what’s next heading into the future.

The district hosted a “State of Schools Address” at North District Middle School on Thursday night.

District leaders highlighted areas of growth, while also laying out problems they say will take community support to solve.

“We acknowledge our imperfections”

Hampton County School District serves just over 2,200 students across nine schools.

School Board Chairwoman, Marsha Robinson, told attendees the district is focused on staying true to its mission while confronting real challenges.

“We acknowledge our imperfections, but our priority remains providing every student with a quality education,” Robinson said.

District leadership said its work is centered on strengthening culture, systems, and instruction.

Repairs, staffing, transportation, and testing remain key issues

Among the most pressing concerns discussed:

• Facility needs: Leaders said several schools need significant repairs, with estimated costs reaching about $200 million across all nine campuses. The district said it is in conversations with local and state lawmakers, as well as the USDA, to explore funding options.
• Teacher recruitment and retention: Leaders said staffing remains a challenge. The district reported spending about $2 million on a contracting agency to bring in teachers, but the need persists. The school board has also invested in a study to identify ways to retain educators.
• Student retention: District leaders said they are trying to slow the shift of students leaving the district — whether through withdrawals, online programs, relocation, charter/private schools, or other reasons — and are working to understand better why families are choosing other options.
• Transportation: Leaders said that managing a countywide school bus route remains a major operational challenge.
• Academic performance: District officials said improving S.C. Ready test scores remains a priority, while noting progress from fall to spring.

Hampton County School District Superintendent, Dr. Glenda Sheffield, emphasized the importance of communication and buy-in from parents and the community.

“As we come and we work collectively, it is important that everyone understands the frameworks that we are setting forth,” Sheffield said.

Budget, workforce, and accountability

The district reported employing about 530 people and operating with a budget of roughly $83.4 million.

District leaders said they are working to improve how they communicate with families and community stakeholders and noted that school branding can play a role in economic development — including efforts to attract teachers and bring new students to the area.

Following Dr. Sheffield’s presentation, the questions submitted by parents were asked.

One of the questions was about concerns of financial mismanagement and misuse of funds by the district.

Dr. Sheffield said that their most recent audit for the 2024-2025 school year had zero findings and that they are good stewards of the money they are budgeted.

“Hampton County School District is in perfectly good standing with the Department of Education. You can go look it up, and you can see we’re not on anyone’s list,” Sheffield said.

Looking ahead: new high school, next budget cycle

District leaders said two developments could help shape the district’s next steps: the planned opening of a new high school next school year and upcoming budget planning.

They also noted that, if facility needs and enrollment trends require it, the district may need to consider broader options — including potentially consolidating schools — while stressing that Hampton County is not alone in facing these issues.
