Savannah Police use-of-force investigation still pending more than a year after taser-involved arrest
SAVANNAH, Ga. (WTOC) - More than a year after Savannah Police officers used a Taser during an arrest, the department now confirms the related use-of-force investigation is still pending, raising questions about why a mandatory internal review tied to officer force has not yet been completed.
Savannah Police confirmed that internal investigation remains underway regarding that use-of-force incident, all connected to a May 2nd, 2025 traffic stop and arrest near West 52nd and Bull Streets.
WTOC first requested records associated with the investigation in March, but were only provided the incident report because the investigation remained open at the time.
May 7th, WTOC followed up with Savannah Police, requesting a status update regarding the use-of-force investigation involving supervisory review by Sgt. James Hutcherson and Sgt. Brandon Lord.
Specifically, WTOC requested confirmation on whether the required supervisory use-of-force investigation had been completed in accordance with department policy, including all required documentation, review, and submission through the proper channels.
WTOC also requested the date of completion and current disposition if the investigation had concluded, or an estimated timeline if it remained pending, along with a copy of the complaint if available.
The investigation stems from a May 2nd, 2025, incident in which undercover officers stopped a red van after the driver was allegedly seen using a cellphone while driving and because the vehicle’s license plate was partially obstructed. According to a police report, two men immediately fled from the vehicle on foot, prompting officers to chase them.
One of the men, identified as Quentin Robinson, allegedly ignored repeated commands to stop and appeared to reach toward his waistband multiple times while running, according to the report.
An officer then deployed a department-issued Taser, allowing officers to take Robinson into custody.
“Mr. Robinson fell to the ground while under charge, which enabled myself and OFC Woodard to secure one of his hands in a handcuff. At this time, I noticed my BWC was not activated and was in sleep mode. I activated my BWC. The other hand of Mr. Robinson was still under his body near his waistband. OFC Woodard and I secured his right hand from underneath his body, behind his back, and placed his wrists in double-locked handcuffs,” the report read.
Police say Robinson was found with cash, marijuana, and a substance that field-tested positive for crack cocaine.
Investigators also recovered a semi-automatic pistol and a bag containing pills and powders near the arrest scene.
Robinson was taken to Memorial Medical Center before being booked into the Chatham County Detention Center on charges including possession of cocaine, possession of marijuana under an ounce, obstruction of law enforcement, and driving with a suspended license.
Sergeant Lord and Sergeant Hutcherson responded to the incident for the use of force that day.
Those supervisors responded to review the Taser deployment as part of the department’s use-of-force review process.
