Fairgrounds to construction grounds: Savannah’s Legacy project development progresses

by Cam McCann

SAVANNAH, Ga. (WTOC) - City leaders unanimously voted yes to build a subdivision on undeveloped land at the old Coastal Empire Fairgrounds in Savannah’s 5th District, including 15 affordable single-family homes.

Construction already underway

A senior complex is currently under construction at the site.

Mayor Pro-Tem and 5th District Alderwoman Dr. Estella Shabazz said the development addresses a need in Savannah.

“We have a shortage, an inventory shortage here in our city of housing, and this is going to be monumental due to the fact that we are also including affordable housing on this property,” Shabazz said.

Shabazz projects the affordable nursing home will finish construction in less than a year. She said the 15 new single-family homes will be affordable and built quickly.

Public input shaped plans

Shabazz held 14 public meetings with district and city residents before finalizing the development.

“It is what the community was very clear on in having housing that’s affordable,” Shabazz said.

Shabazz said an urgent care facility, a recreational sports facility, a learning studio and a lake with trails are planned for the more than 66 acres of land.

“Technology that’s going to be able to train our young people for the future. This AI thing is taking over, listen, you’re gonna come to the fairgrounds and get trained on how to move forward,” Shabazz said.

More than a decade in planning

Shabazz said the plans have taken over a decade to reach this stage.

“I’ve gone through five city managers to get to this point,” Shabazz said.
