July 8 shooting on Waters Ave. leads to 2nd convicted felon arrest

SAVANNAH, Ga. (WTOC) - [UPDATE 2:12 p.m. 7/17/2025] A second arrest has been made in connection to the July 8 shooting on Waters Ave.

On July 17, 2025, the Savannah Police Department released a statement saying that Jamal Elijah Kelly (38) turned himself in to police on July 16.

Kelly was charged with possession of a firearm by a convicted felon and tampering with evidence.

[ORIGINAL STORY] A shooting in the 8500 block of Waters Ave. in the evening of July 8 left an adult male with non-life threatening injuries, the Savannah Police Department said today in a press release.

According to the police, officers arrived at Waters Ave. around 8:33 p.m. based on reports of a shooting outside a commercial establishment.

Shortly after that, additional officers responded to Memorial Health University Medical Center due to the arrival of Jernard Bacon (38).

Bacon received a gunshot wound to his shoulder during the incident at Waters Ave., the release states.

Additional investigation revealed Bacon was armed during the incident and his weapon was recovered by SPD.

After his treatment at the hospital, Bacon was taken into custody by the Savannah Police Department and charged with possession of a firearm by a convicted felon.
