Gov. Kemp suspends Guyton City Councilman from position following fraud allegations
SAVANNAH, Ga. (WTOC) - Georgia Governor Brian Kemp and a review committee have decided to suspend Guyton City Councilman Theodore Hamby from his position.
Hamby was arrested back in March 2025 and later indicted on three counts of financial transaction fraud and two counts of making false statements.

A GBI investigation showed the charges stemmed from misuse of a city credit card.
Last month Governor Brian Kemp issued an executive order to appoint a review commission to determine Hamby’s future in office.
The governor ordered his immediate suspension from office pending the final disposition of his case or the expiration of his term.
The City of Guyton released the following statement in regards to Hamby’s suspension:
The City of Guyton would like to extend its appreciation to Governor Brian Kemp and the appointed review committee for their action regarding the recent indictment of Councilmember Theodore Hamby.
Effective immediately, Mr. Hamby has been suspended from his position on the Guyton City Council in accordance with state law.
The City of Guyton remains committed to transparency, accountability, and serving our citizens with integrity. We will continue to work diligently to ensure that city business moves forward without disruption.
