Long County sees drop in debt

LUDOWICI, Ga. (WTOC) - Long County leaders say they’re making major progress paying down outstanding debt after years of financial turmoil.

County Manager Shane Richardson says the county’s latest online “debt thermometer” shows outstanding debt dropping from about $6.5 million to just under $1 million — an 85% decrease as of June 30.

Richardson adds that leaders have focused on paying down what they owe and avoiding short-term borrowing that can create a cycle of debt from year to year.

“Trying to stay away from loans. That’s the biggest thing because it’s an easy way out, but on the back side of it, you still have to pay it,” Richardson said.

The county’s finances have been under scrutiny in recent years following a GBI investigation that uncovered the alleged misuse of more than $2 million in county funds in 2024.

Richardson said rebuilding trust is now part of the county’s work, alongside paying down debt.

“I know that there’s a lack of trust within the local government and rightfully so. But this is a new administration. The focus is on the finances… making sure that we’re being smart with our spending, tracking the spending; that is one thing that we know that the public is wanting,” Richardson said.

Richardson also pointed to cash flow challenges the county faced this year after tax bills were delayed, pushing back when revenue came in.

In the county’s new general fund budget, Long County plans to bring in and spend about $15 million. The budget lists about $222,852 in contingency funding for unexpected expenses — which Richardson said is part of keeping a cushion so the county does not have to lean on borrowing again.

Richardson also mentioned that the county plans to review the millage rate within the next 30 to 60 days, but he is not guaranteeing a reduction at this time.

Richardson said the county plans to continue posting financial updates, including debt totals, online.
