Former Ludowici city clerk indicted on 6 felony theft counts
LUDOWICI, Ga. (WTOC) - A Long County grand jury has indicted a former City of Ludowici employee on six felony counts of theft by taking, accusing her of stealing more than $10,000 from the city over a five-week period.

The charges
The indictment alleges Skipper, while employed by the City of Ludowici and in lawful possession of city funds, unlawfully appropriated the money in breach of her duties, with the intent to deprive the city of the funds.
The six counts are broken down as follows:
- Count 1: Oct. 7, 2025 — $1,985.67
- Count 2: Oct. 8, 2025 — $1,985.67
- Count 3: Oct. 17, 2025 — $1,985.67
- Count 4: Oct. 28, 2025 — $1,985.67
- Count 5: Nov. 3, 2025 — $1,985.67
- Count 6: Nov. 12, 2025 — $445.27
The property owner named in each count is the City of Ludowici. The total alleged theft across all six counts is $10,373.62.
Greg Nettles served as investigator in the case. Marilyn Bennett, district attorney pro tempore for the Atlantic Judicial Circuit, is prosecuting the case.
