A new chapter for SSU: Savannah State announces historic first doctoral program

SAVANNAH, Ga. (WTOC) - Savannah State University is moving toward offering its first doctoral degree, marking a historic milestone for the institution and public historically Black colleges and universities in Georgia.
Savannah State says it is the first public HBCU in University System of Georgia history approved to offer a doctoral degree, with its Doctor of Public Administration program planned for fall 2027 pending approval from the Southern Association of Colleges and Schools Commission on Colleges.
“This is a transformational moment in the history of Savannah State University,” President Dr. Jermaine Whirl said.
“For more than 135 years, Savannah State has created pathways to opportunity and prepared leaders to serve their communities,” Whirl said. “Advancing toward our first doctoral program builds upon that legacy while opening an entirely new chapter for this institution.”
The program will prepare experienced professionals for leadership, policy and applied research roles in public and nonprofit organizations, using evidence-based practices to address community challenges.
Provost and Vice President for Academic Affairs Dr. Marcus S. Cox said the degree represents a significant advancement of the university’s academic mission.
“The program will position Savannah State to educate leaders at the highest academic level while responding to the growing need for professionals who can translate research into effective policy, sound leadership and meaningful outcomes for the communities they serve,” Cox said.
Building on SSU’s Master of Public Administration program, the planned doctorate will help professionals across coastal Georgia and beyond deepen their expertise and develop solutions for public institutions while continuing their careers, according to department chair Dr. Otilia Iancu and the university.
It also complements Savannah State’s newly established John Lewis School of Public Policy and Social Sciences.
Details about the curriculum, admissions requirements, application process, faculty and first cohort will be announced later. The planned fall 2027 launch remains contingent on SACSCOC approval.
